Summary

Requires the regulatory authority to decide within forty-five days of the committee's recommendation, or within 105 days of the final environmental impact assessment report or complete application where no assessment is required, and normally to accept the recommendation. A disagreement triggers reconsideration within forty-five days, the committee's views within sixty days and a final decision within thirty days. If no decision is communicated in time, the applicant may proceed as if the clearance was granted or denied in line with the final recommendation. Decisions and recommendations become public documents, other clearances are not a precondition, and concealment or false information can lead to rejection or cancellation after a hearing.
