Summary

Sets out a maximum of four stages for new projects: screening (Category B only, dividing B1 projects that need an environmental impact assessment from B2 projects that do not), scoping (the committee sets the terms of reference, normally within sixty days), public consultation (required for Category A and B1, with a public hearing under Appendix IV and written responses, subject to listed exemptions), and appraisal (scrutiny under Appendix V, with recommendations normally within sixty days). It also prescribes the process for expansion, modernisation or product-mix changes in existing projects.
